I could be wrong but:
Try editing file under /etc/gazelle-installer-data/installer.conf & delete (or comment out) everything under the [Services] section (lines 57-89), before remastering.

Given that sysvinit is reinstated on the beta2 iso, I believe the installer was reinstated to behave as it previously did on sysvinit isos.
