I wish I knew the fix for IceWM.
This issue does not seem to exist when using more advanced panels, such as Lxpanel or lxqt-panel. Included Panel’s volume applet in place of volumeicon.
This can and will be fixed (amongst many others).

This only puzzled me because no such issue in antiX Testing on Trixie. So looks like the alpha version differs in composition.
