The assumption is that if you want to install Steam on that hardware, it’s to be able to play games… so let’s get to the point…
That stinky chipset you mentioned was designed exclusively for Windows 7 and MeeGo. Later, the MeeGo drivers were officially ported to Fedora 16 back in 2012, but support is more or less experimental, which means not everything will work correctly. Ubuntu 12.04 also attempted to port them, but support is even worse than Fedora 16, so there aren’t many options, to be honest.
So the options you can consider are: Windows 7 (Recommended) and Fedora 16 (Recommended if you know how to compile the driver). Yep… that’s how bad it is.
Since the drivers are closed-source and PowerVR hasn’t been very helpful in leaking documentation for this chipset so the community can at least do the dirty work, this hardware means you’ll be stuck with those operating systems if you’re looking for the full experience with 2D and 3D acceleration, at least for casual games.
My recommendation is to rule out any device that has that chipset built in. It’s not worth the time to get it working because Intel and PowerVR never did their part to keep this hardware from being forgotten.
