Doesn’t the included app FormatUSB not work to satisfaction?
Maybe, I have never used that. I’ll check that tool with the next USB stick in need of formatting. Until now I always used gparted and sometimes mkfs.ext4 on console directly, which both don’t care for setting the facls properly.

Update: Turned out right now, I can’t use formatusb, since it wouldn’t accept the file system names needed, instead replaces them constantly while keying in, and shows an error dialog. Additionally no way in it to set the partition name, only the file system name can be set. All this you can do in gparted easily.
And when ticking one of the checkboxes (e.g. “show partitions”), it resets the already selected partition in the pulldown which will be formatted, silently without notice, so there is a high risk to format something you really don’t want to overwrite: Nobody would expect this. Things like that should never happen in a tool for actions with deep impact on data. Additionally, seems there is no way to create two partitions on a device.
Windows is like a submarine. Open a window and serious problems will start.
