Permanent noobie here. Kibitzing comments. You can feel free to ignore them and wait for a knowledgeable person to help you.
(1) Generally abc-nix is a very helpful commenter.
(2) On my Linux computer (running Sid, but presumably the standard setup), there is a /etc/network/interfaces file that is used by ceni, but NOT by connman. Note that it is NOT in the interface.d directory. Does this file exist on your install?
If so, perhaps editing it so that it matches the one in your working distro will fix things. (It will depend upon the “helper” program – ceni, connman, network manager, etc that you are using, I imagine.
