Do you have any clue why these menu files are recreated at each reboot of your non-live environment ? Is this normal? From my understanding these should be static in a traditional install across reboot, so desktop-menu should only need to run once a program package was added or removed, not at each startup. As you’ve added, this is not Live, where different languages are to be observed when booting, so no real need to recreate the menu again and again at each startup. If so, there should not exist a timing issue. Do I miss something?
