@OP: please note that the BunsenLabs installation script adds the Debian repositories and so makes it possible to install systemd.
If you want a #! clone that doesn’t use systemd then perhaps look at CROWZ[1] or STAR[2], both are Devuan-based.
@manyroads: the bl-exit package depends on systemd.
I think the original #! exit script used polkit to allow a normal user to reboot & shutdown but it wouldn’t work with the current version of that program.
