    This is correct for the 19.0-19.1 releases, but this was later changed. You may have missed some of the related forum problems that popped up, but better yet, here are some of the official statements:

    the buster-backports repo is enabled, but it has a lower priority to all other repos, so packages will only be installed from here when specifically asked (via terminal or with the “latest” packages in packageinstaller).
