As a work-around for your specific situation:
You could remove the battery indicator from the icewm taskbar (since Windows will tell you the “real” value).
From the “start menu:”
settings – preferences – taskbar – taskbarshowapmauto (toggle this feature by clicking).
settings – preferences – save modifications (this makes the choice remain fixed).
logout – restart icewm (after restarting icewm window manager, it will take effect).
