Please note: The lists of installed packages are only useful for performing a quick comparison.
They do not convey the “whole story” ~~ during the build-iso process, many NON-packaged, edition-specific, files (icons, scripts, configuration files) are injected.
You cannot confidently “install a Base edition ISO” and then just install some/all of the “the inFullNOTinBase” packages to achieve a satisfactory result.
For this reason, across years I have coached (often in the face of contradictory advise from others):
it’s preferable to start with FULL edition and remove unwanted items, toward a slimmed yet more complete than Base edition result.
Here you can note the (many) additional, or customized, non-packaged copies of files which build-iso injects for the Full edition:
