IMHO, the less animation, the better.
I suggest opt-in only, possibly an additional package to install to include/enable this.
I recall that I had troubles getting to grub menu on an old/legacy still working Lenovo notebook.
The issue was because animation (no longer displayed correctly) was involved and it did silently time out.
Personally, I feel there already is an abundance of visual clutter when using modern web and programs.
These (loading web or starting programs) often start with or often include animation (more resource use, including electricity, more CO2 emissions… not very eco-friendly).
Since these are personal opinions, feel free to disagree.
