I’m not familiar with the Format USB program or how it works. I always use gparted, it’s more complicated, I guess, but the extra information is helpful precisely for cases like this.

Did you try setting the workdir to /live/boot-dev? That ought to work if the USB was made with Live USB Maker. In fact, you can also just set the output location (snapshot_dir) to /live/boot-dev, too.
